PUBLIC NOTICE SOLICITATION OF BIDS FOR WORK AND MATERIAL The City of Wilmington, through the Director of Public Service, will receive bids for the DAVIDS DRIVE SHARED-USE PATH (CLI MR 386 DAVIDS DR SUP) PROJECT, as per specifications, until April 17, at 12:00 Noon at the Service Director Office, 69 N. South Street, Wilmington, OH 45177, at which time bids will be publicly opened and read aloud. Bids are to be electronically submitted through https://bidexpress.com (fees apply) prior to the above-stated time. No paper bids will be accepted. The DAVIDS DRIVE SHARED-USE PATH PROJECT is comprised of construction of 1.2 mile shared-use path along Davids Drive in Wilmington, OH. The path will begin at the existing shared-use path along Lynne Lane and will terminate near the Wilmington Christian Academy Athletic Facility. Complete digital Project Bidding Documents must be obtained from www.bidexpress.com . All bidders must register and be a member of the web service to bid on the Project. All proposals shall be submitted electronically through the web service www.bidexpress.com . Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful bidder must replace the bid guaranty with a one-hundred percent Performance Bond upon award of the bid. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than October 22, 2026. Prevailing wages rates, as determined by the Federal Dept. of Labor, will apply to this project in accordance with the Davis-Bacon Wage Act. Only ODOT pre-qualified contractors are eligible to submit bids for this project. Pre-qualification must be in force at the time of the bid, at the time of the award, and through the life of the construction contact. Subcontractors are not subject to the pre-qualification requirement. The prime contractor must perform no less than 30 percent of the total original contract price. No bidder may withdraw their bid within sixty (60) days of the actual date of the bid opening thereof. The Board of Control of the City of Wilmington reserves the right to accept the lowest and best bid, reject any and all bids, and to waive any irregularities in bids.
