Public Notice of Request for Qualifications and Proposals Clinton County intends to apply for the PY 2026 Community Housing Impact and Preservation Program (CHIP) which may include CDBG, HOME, and OHT funds. Clinton County anticipates partnering with the City of Wilmington. This is a competitive grant administered by Ohio Department of Development /Office of Community Enhancement (ODOD/OCE). The County is interested in acquiring the services of a consultant firm to prepare the application, perform the environmental review, develop and implement the program.
