SOLICITATION OF BIDS FOR WORK AND MATERIAL The City of Wilmington, through the Director of Public Service, will receive bids for the 2026 Residential Paving Program, as per specifications, until Friday, March 20, 2026, at 12:00 Noon at the City Services’ Office, 69 N. South Street, Wilmington, OH 45177, at which time bids will be publicly opened and read aloud. Bids are to be electronically submitted through https://bidexpress.com (fees apply) prior to the above-stated time. No paper bids will be accepted. The 2026 Residential Paving Program project includes resurfacing on 9 streets for a total of nearly 30,000 square yards. A portion of existing curbs and gutter will be replaced and full depth repairs will be completed as directed by the Engineer. The roadways to be resurfaced are: Charles Street, Paris Avenue, Douglas Street, South Wall Street, Marlena Avenue, Hawley Avenue, Doan Street, South Walnut Street, and East Short Street Complete digital Project Bidding Documents must be obtained from www.bidexpress.com . All bidders must register and be a member of the web service to bid on the Project. All proposals shall be submitted electronically through the web service www.bidexpress.com . Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful bidder must replace the bid guaranty with a one-hundred percent Performance Bond upon award of the bid. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than NOVEMBER 30, 2026. The contractor shall pay wages to laborers and mechanics at a rate not less than the minimum wages in accordance with the Prevailing Wage Schedules published by the Ohio Bureau of Wage & Hour Administration, effective during the period of the Contract, as provided for in Section 4115.16 of the Ohio Revised Code. No bidder may withdraw their bid within sixty (60) days of the actual date of the bid opening thereof. The Board of Control of the City of Wilmington reserves the right to accept the lowest and best bid, reject any and all bids, and to waive any irregularities in bids.
